Laurel Plaza consists of a 6.91 Acre Site zoned CG (Commercial General) in Sarasota County, Florida. The site is 85% in the flood plain and has 1.33 Acres of Scrub Jay habitat on it.
Minder & Associates Engineering Corporation (M&A) and BMK, Inc. (BMK) designed a site plan consisting of two buildings with one building containing 10,000 square feet and the other one containing 19,350 square feet and with 212 parking spaces and 8 handicapped spaces with a 1.38 Acre stormwater treatment, compensation and retention pond. A stand alone 5,000 square feet restaurant and parking was designed as an out parcel on the west end of the site.
M&A designed a grading plan to raise all of the building finished floors out of the flood plain and to raise all of the parking spaces out of the flood plain. The compensatory storage for the fill material was provided in the stormwater treatment, compensation and retention pond. M&A then design all of the storm sewers to drain to the pond and designed the outfall structure to discharge downstream from the pond.
M&A then design the sanitary sewer and water distribution system for the site.
At first it was thought that the scrub jay area which had not had any scrub jays on it since 1996 could be removed but further research found that it had been created in the habitat master plan of the land use plan for Sarasota County and would require a comp plan amendment to remove it.
At the present time the project is on hold awaiting the owner decision and how he wants to deal with the scrub jay issue.
